Not a new idea–there have been studies showing this would also work in the US for the chronic homeless population and cost far less than the enormous amount of money spent on emergency services, incarceration, rehab, and other costs, but the political capital is too valuable. That should tell you something about our elected officials. Great article, “Million Dollar Murray” by Malcolm Gladwell. Check ot out.
