Dr. Shabir Ally is president of the Islamic Information and Dawah Centre International in Toronto and host of Let the Quran Speak.

In a studio interview with Aisha Khaja he said a Muslim man “can have up to four wives at once” and “an unlimited number of concubines which basically refers to women with slave status.”

He added that an owned woman “does not have the right to consent or to withhold herself from her master.”

On whether the rule died with the seventh century, he said it is “theoretically still applicable,” and that if Muslims capture non-Muslim women in war “they will be made slaves” and men “will have the right to s*xual congress with them.”

That is not a street preacher. That is a Canadian Ph.D. walking through Quran 4:3, the verse that pairs “twos and threes and fours” with “what your right hands possess.”

Classical fiqh treated that phrase as license for concubines. Ally later tried to walk the practice toward marriage instead of raw ownership. He still taught the category on Canadian television.

U.S. law bans polygamy in all 50 states. There is no religious exemption. NPR and local reporting have still documented imams performing extra religious “wives” in cities such as Philadelphia, with estimates of tens of thousands of people in hidden polygamous homes.

The texts Ally explained in Toronto are the same texts taught in American mosques. Sharia does not need a city council vote to move. It moves when scholars keep the slave-concubine file open and call it scholarship.

America’s rule is one spouse, two consenting adults, and no property claim on a woman’s body. If a doctrine needs war captives and “no right to consent,” it does not get a pass because it arrived in English. Ask every mosque what it teaches on 4:3.

Then enforce the law we already have.
