Atrocities keep mounting 
and I fear there’s a perverse strategy at work here, taunting the NATO country leaders who have ruled out the no-fly zone as a dangerous path to an all-out war with Russia. Putin murdered over 300 Russians in 1999 in residential building bombings blamed on Chechen “terrorists” in order to justify the war on Chechnya. Why would he stop short of killing Ukrainian civilians indiscriminately?
