Any “crime” that results in a fine should be handled like this. So it has the same impact on everyone found guilty.

I have said for a very long time that if the only penalty to a crime is a fine, then it’s only illegal for poor people to do it. Anyone with enough wealth can “buy” the privilege of doing the thing.
