Covid-19: Fundo petrolífero de Timor-Leste perde 1,8 mil milhões de dólares
Díli, 27 mar 2020 (Lusa) – O Fundo Petrolífero (FP) timorense já perdeu quase 1,8 mil milhões de dólares (1,63 mil milhões de euros) em valor devido ao comportamento das bolsas internacionais por causa da covid-19, disse hoje o governador do Banco Central (BCTL).
“Tivemos uma queda muito significativa no valor do Fundo Petrolífero”, disse Abraão Vasconcelos numa intervenção na Comissão de Finanças Públicas do Parlamento Nacional timorense.
“Ainda que o relatório só seja publicado a 10 de abril posso partilhar convosco que até à última semana, o FP perdeu de valor quase 1,8 milhões de dólares devido aos mercados internacionais”, disse.
Abraão de Vasconcelos compareceu hoje com a ministra interina das Finanças, Sara Brites, numa audição da comissão C que está a analisar um pedido de levantamento adicional de 250 milhões de dólares (226,8 milhões de euros) do FP para reforço da conta do tesouro.
Desde a sua criação em 2005, o FP tem tido alguns momentos negativos, mas, afirmou, nada como agora.
Na mesma altura, o vice-governador do BCTL, Venâncio Alves Mariz, disse que desde 09 de março o mercado bolsitas contraiu 30%, valor idêntico à descida do preço do petróleo.
Em fevereiro o FP acumulou perdas de 343 milhões de dólares (306,7 milhões de euros) no mês de fevereiro, num período em que não houve qualquer levantamento do Tesouro.
Dados do “balanço pró-forma” mensal, divulgados hoje pelo Banco Central, mostram que a 29 de fevereiro o FP tinha um saldo de 17.504 milhões de dólares (15,66 mil milhões de euros).
Valor que contrasta com o saldo de 17.847 milhões de dólares (15,97 mil milhões de euros) do final de janeiro.
A situação agravou-se nas últimas semanas com a queda nas bolsas internacionais e no preço do petróleo Citado pela agência timorense Tatoli e, noutro âmbito, Abraão de Vasconcelos referiu-se ainda ao impacto do ‘lock down’ em Nova Iorque que “complica o transporte de dólares dos Estados Unidos para Timor-Leste”, país que adotou aquela moeda como moeda oficial.
O BCTL decidiu, no entanto, uma política para garantir a distribuição de seis milhões de dólares que tem nos cofres da entidade central.
Timor-Leste tem confirmado um caso da covid-19.
O novo coronavírus, responsável pela pandemia da covid-19, já infetou mais 505 mil pessoas em todo o mundo, das quais morreram cerca de 23.000.
Depois de surgir na China, em dezembro, o surto espalhou-se por todo o mundo, o que levou a Organização Mundial da Saúde (OMS) a declarar uma situação de pandemia.

The Direct Aid Program (DAP) is a small grants program managed by the Department of Foreign Affairs and Trade that works directly with communities in developing countries. It focuses on supporting small-scale aid activities that deliver practical and tangible results.
DAP supports local community efforts towards poverty reduction and engages a wide range of partners including non-government organisations, community groups, educational institutions, health facilities and local governments.
DAP projects cover a range of sectors such as education, health, water and sanitation, environmental protection, women’s empowerment and gender equality, supporting people with disabilities, economic livelihoods, food security and human rights.
In 2017-18 Australia supported 843 DAP projects in 130 countries with a total funding of AUD 22 million. Projects helped people with disabilities, provided small-scale infrastructure, encouraged community income generation and improved people’s health.
Through helping people in need, Australia demonstrates that it is a supportive and trusted partner in addressing global aid challenges in partner countries, including Cabo Verde, Guinea-Bissau and São Tomé and Príncipe.
